On 31st July, 2008 the round table " Contemporary problems and tendencies of Ukrainian emigration " settled.
During the preparation for 8th Council of Europe conference of Ministers responsible for migration affairs which takes place in Kiev on 4-5 September, 2008, the Ministry of Internal Affairs of Ukraine was performed " a round table " with participation of representatives of the ministries and departments and also the scientific and international organizations which has an overall responsibility for matters related to labour migration and illegal human traffic.
After heated and fruitful discussion parties arrived at following conclusions. As might be seen from the international experience, migration is the general global process accompanying world economic and sociopolitical development. Ukraine as one of subjects of this process cannot simply avoid it. Therefore its task at the state level is to define the purposes in this question.
Participants of a round table stated that the main reason of migratory processes are demographic processes and needs of economic character both at the individual level and at nation-wide level. Therefore migration for Ukraine can become additional source of development as the country-donor of human recourses, and as the country receiving human recourses.
That is why it is necessary for state bodies and the international community to take these processes under control. In particular, by means of regulation of migratory processes and licensing the activity of the enterprise activity subjects help Ukrainian citizens to find the job abroad and also they organize social protection of Ukrainian citizens working abroad.
Besides, the problem of stimulation of Ukrainian emigrants returning processes need special attention. There is positive experience of the West-European countries in attraction to cooperation of diaspora, necessity of conducting the thorough information policy among the compatriots living abroad. In particular, by establishing the authentic informing on changes in system of employment of the population in native country. It was ascertained also that programs of returning of labour migrants to home country are rather expensive but the most effective. Therefore participants of a round table suggested other countries interested in their joint realization and corresponding financing should join such programs. There was also mentioned the necessity of authentic definition of number of Ukrainian citizens left abroad because different number of persons is still uncertain (from 3 up to 5,5 million persons).The authentic statistics î quantity of labour migrants in Ukraine and arising social and financial risks is not conducted also. The problem of high criminalization of migratory processes increased also. Labour and sexual exploitation in particular. As a whole participants of session arrived at a conclusion about necessity of development of integrated state migratory policy and regulation of close relationships between all interested state bodies inside of the country and coordination of their actions with the international organizations. The next step in this direction can be forthcoming 8th Council of Europe conference of Ministers responsible for migration affairs.
